Dr. Troy Techau

Biography: Dr. Techau is an experienced leader with a diverse background as an intelligence officer, industry and government executive, university instructor, and aviation researcher. Appointed to government service as a Presidential Management Fellow, he managed operations of the Defense Science Board (DSB) as the Board developed advice and recommendations on science and technology issues for the Secretary of Defense from 2020 to 2025. In 2025 Dr. Techau was appointed to a leadership role in the Missile Defense Agency as Senior Technology Advisor for the Chief Architect.

Dr. Techau's background includes service in the United States Army as an Infantry officer in Europe, and later as an Intelligence officer serving in assignments globally as senior intelligence officer in units at Battalion, Brigade, and Joint Task Force levels, and as Special Agent in Charge of a counterintelligence investigative unit. As a joint staff officer at U.S. Central Command, he developed and led the first operational deployments of biometric technology to support combat, detainee, and other operations throughout the Middle East.

His industry experience includes executive management of a firm developing millimeter-wave body scanning technology and as a consultant supporting companies in the technology sector. As an aviation safety researcher, Troy is a published author in peer-reviewed journals, most recently focusing on the impacts of legislation regarding pilot experience and trainingcrequirements on performance of new-hire pilots at regional airlines.

He is a Certified Flight Instructor holding a Commercial Pilot certificate with Multiengine and Instrument ratings.
